With a Marijuana Pardon, Biden Tries to Light Up Voters He Needs

President Biden’s decision to pardon marijuana smokers on the federal level aims to increase voter turnout for two key democratic constituencies, young voters and black Americans. These two groups were a deciding factor in Biden’s 2020 election victory with near record turnout. However, a recent NPR poll taken at the end of September shows the least likely respondents to say they were definitely going to vote in the November 8th midterm elections were black voters, gen z’ers, and millennials.
